SOCIALISTS DISAGREE.

Berlin; August 21 A violent aoene between Herr Be>bel, Leader of the Socialists in the Keichstag, and M. Herve, created a sensation at the Socialist Conference at Stuggait. M. Rerve is the leader of the anti-militarist agitation i in France. He introduced a resolution declaring that soldiers should desert in the event of a revolt or in the case of war. „ , Herr Bebel vehemently opposed, declaring that an anti-militarist propaganda endangered peace, and said the Socialists were being closely watched by German military circles. M. Herve made an impassioned rejoinder, and bitterly, taunted German social democracy*, asking what they would do when the Prussian bayonets were turned >gainst Kussian revolutionaries or the French proletariats? He said he believed that they would be following the Kaiser, but the French general staff knew that war meant a revolt of the proletariats. M. The Independent labor representatives at the Stuttgart Conference proposed that trades unionswere entitled to membership of the conference provided that they declared in favor of political action in alliance with the Socialist parties. Mr Ramsay^MacDcmald moved that the matter Kelref erred to the International Bufeau in birder to arrange for an amicable settlement with the English section. Mr Queloh declared that there was no objection to the admission .of trades unions if they came irrevocably committed to Socialism. M. Vanderyeld, President of the International Bureau, agreed to consider the proposal with the English section. He believed that the bureau was delighted to see the great English working organisations represented at the congress, since it indicated adhesion to the principles of Socialism.
