Mr Deakin, Federal Premier, speaking 1 at Ballarat, announced that he appeared as a Liberal Protectionist. Hia party had new resumed the position : of an absolutely independent party. He eulogised Mr Watson (Labor) for support accorded to the 'Ministerial programme in the last Pailiaihent. With the men in Parliament it bad been possible to work, but>ith the machine outside it was not possible. The difficulty rose, not with the men who handled public affairs, but with those who wanted to handle them. The policy of his party would be progressive. Mr Deakin added that the attack on the Government by Mr Reid's antiSocialist Party was intended to advance the iron industry by bounties, duties, or other means. Mr Deakin continued to say that the measures to be submitted by the Government included a Navigation Bill, and banking and insurance laws. Efforts would be made •to induce immigration if the States gave land. Generally speaking, his policy of 1903, which was repeated in 1905, was to be carried out. The Government made no proposal to impose land taxation in addition to that already existing in the States. The latter were fentitled to exhaust all their powers, and although he would welcome one federalised tax he saw no early possibility ofjits achievement. In answer to a question Mr DeaUin affirmed that members of the Labor party were under the control of organisations, which method he believed was a clanger to the community.
