London, October 17. Lord Carrington, President of the Board of Agriculture, in a political address, urged tenant farmers to show that they were in deadly earnest about the Land Tenure Bill, otherwise the House of Lords would reject the measure. Whether farmers were granted a charter or not depended upon their enthusiasm.
