Tl:h ordinary monthly meeting o" tho Richmond Borough Council wsb held < n Tuesday evening Jasr, present the Mayor (Mr Talbot) and Crs Papps, Fittall, Crouchev, and HarkuedS. The minutes oi the ordinary and special meeting were read and confirmed. L^n.ve of absence waa granted to Cr Best on account of illnets A letter was received from It. Higgs with reference to gorse on th 9 road leading to his property. The Town Clerk reported that he had replied that the road referred to was outaido of the Borough. A letter was' reid from Messrs" Adams and Kingdoq, enclosing draft of lease of Mr Sax' on 1 b land at reeevoir. It waa resolved that the draft be approved of, subject to a definition of the size of pipe for Mr Bsxton'd eervicj if wanted, and thai it be submitted to Mr Saxton, and if approved of by him, that the lease be duly exeouted, A letter waa read from the Waimaa County Couocil advising payment of license fees, less oost of colleotion, It waa resolved, that as the sum oi £'Ji 10a dednofced for coat of colleotion appears to be very large, the County Council be asked to furnish particulars as to how it is arrived at. A letter was reoajved from the Commissioner oi Police, stating that Mr John Ingram had been appointed resident district oonstable at Eiehmond. It was resolved that the letter be acknowledged, and that the Council express their opinion that this arrangement is not satisfactory, and that a resident policeman is needed. It was reported that £8 15s had been received from the oolleotor of dog tax The Town Clerk was authorised to take out summonses against all ratepayers whose rates are in arrear. Cr Croucher tendered his resignation as a member of the Works Committee, and it was resolved that he bo appointed a member of the "Watci 'works Committee. It was uesolyed that £7 10s be paid to the Fire Brigade as a subsidy for the present year. Payments were authorised on General Account for £87 Bs. A special meeting was held immediately after the foregoing, the same members bcin^ present. ° It m* resolved that the water rate for next
year be 4 per cent on annual value, as at present. The valuation roll for water rate was revised, and a few alterations and additions made.
