NEW METHOD SUGGESTED POPULATION BASIS ADVANCED During a discussion on the Lower Hutt Borough Council’s advocacy of a change in the basis of hospital levies at the Waipa County Council meeting it was stated that a change from a levy based on ith'£ capital value to one on the basis of population would be decidedly in favour of rural local bodies. The Waipa County Council is this year levied for £18,277 on the capital value, whereas on a population basis it would have only hachto pay £11,700. Waipa is in a special position this year, as its new valuation has only just become effective. For the previous year, on the capital value, its contribution was £11,625. Councillors were insistent that they still opposed levying local bodies on land values, and considered the present proposal for levy according to population was preferable, though not ideal. The Borough Council on Monday night gave brief attention to the above matter. The Mapor expressed opposition to Hospital rating especially when Social Security was in force, but he said he was prepared to express an opinion on the population lt was a matter that required a lot of consideartion and he moved that consideration be deferred.
The motion on being seconded was carried.
