THE EXPANSION POLICY. “It has been clear for some time that Japanese appetite grows with feeding—a frequent symptom of political, as of physical, indigestion. China Sea and China coast to-day are not enough. Hainan aind Indo-China mustbe dominated, the domestic position in Thainland exploited, to bring Japan nearer to Australia, and nearer to the Dutch East Indies. These things Mr Cordell Hull sees clearly. How far and how soon action will follow vision one can only guess. Two points, however, seem established. One is that China, free China, still holds the key to the freedom of East Asia and perhaps to the safety of the South Seas and of the Indian Ocean, The other is that, arduous and heavy as are British obligations and commitments elsewhere, we have to take risks in China if we are to expect the United States to take risks in China.”— “Birmingham Post.”
