A REBEL LEADER’S DECLARATION.
“Spain is Republican and will remain so. Neither the regime nor the flag will be changed. The only change will be that crime will be replaced by order, acts of banditry by acts of progressive work. The Spanish Army may be compared at this moment with a surgeon who is operating to save Spain. The military dictatorship will endure only for the period necessary to rally all patriots ito the support of the nation, and to form administrative bodies to assure the reform of the country. Civilians who are now armed will be requested to hand over their arms to the authorities and to return to their schools, their offices, and their factories, and thenceforth to give up taking part in politics.—General Franco Com-mander-in-Chief of the Spanish insurgents.
