The New York World’s Rotterdam correspondent says he learns from a reliable source that Germany’s future policy includes the occupation of the remainder of the Baltic provinces, with the view to incorporating them in the German Empire; also the further dismemberment of Poland. Despite official denials it is declared Germany is laying plans for annexe tion and the greatest territorial expansion.

George Bernhardi, writing to the Yossische Zeitung, says the inefficiency of German diplomacy shows the war cannot end in a purely military way owing to the failure to profit by victories. Bernhardi asks who was responsible for annouilicing the war with Russia was ended, which misled Germany more than anything else. The Yossische demands Kuhlmann’s resignation. 1

A copy of a confidential circular issued by the German General Staff on November ,2nd, lull,- reached Switzerland. It is signed by Fischer and addressed to the military representatives on the Russian and French fronts, and in Italy and Norway, It announces that special accounts for war needs are to be opened in all branches of German banks in Sweden, Norway( Switzerland, China, and the United States. “We authorise you to use these accounts to an unlimited extent to destroy factories, military stores, and, most important, centres of food supplies, belonging to enemies, stir up strikes, destroy ships carrying w’ar materials to enemy countries, burn warehouses, of raw material and manufactures, \and destroy electrical plant in factories. bring you a list of persons willing- to undertake destruction and sabotage.
