(general secretary of the Railwaymen s Federation) addressing railwaymen at Plymouth, declared that there must be a radical improvement in the conditions of the working classes. He contended that the most sensible way to accomplish it was ■ through the ballot-box, and not by a bloody upheaval. He declared that his previous speeches has been misinterpreted. He did not intend his statements to be construed as a threat of coming trouble.
