The newspapers assert that the Cabinet has decided to maintain its stand against the United States demand for control of the cables between Shanghai and Guam and Yap. It is said that Japan is willing to arrange for joint control with the United States. It is understood that Viscount Uchida proposed that the question should be submitted to the League of Nations.
