LITTLE INTEREST IN ARBENTINE'S THREAT.

LEAGUE DEBATES FUNCTIONS OF COUNCIL AND ASSEMBLY. (A. & N.Z.) (Eec. December 7, 9.30 a.m.) GENEVA, December 6. The President of Assembly (M. Hymans) submitted Senor Pueyrredon's letter to the Assembly, at the same time expressing regret at the Argentine's action. Lord Robert Cecil, in expressing regret at the attitude of the Argentine, said that if other delegations followed its example no progress could be made. The Assembly displayed no further interest in the incident. Herr Branting (Sweden),moved that the Argentine amendments be referred to the committee dealing with amendments to the Covenant. Canada wishes to have Article X. eliminated from the Covenant. Canada fought against its inclusion at Paris, but, in view of the Assembly's decision to defer consideration of all proposed amendments, she agreed to leave the proposal to the Amendments Committee. The Assembly debated the report of the Commission on relations between the Council and the Assembly. Lord Robert Cecil viewed with apprehension the clause defining what decisions could be given. The Council, he said, was apparently depriving the Assembly of the right of review. He contended that every matter should be subject to the Assembly's review. M. Viviani (France) pointed out that the Covenant sharply defined the powers of the Council and of the Assembly. He thought the Assembly had the right of review when the report of the Council's work was presented. The Rt. Hon. N. W. Rowell (Canada) believed that the Assembly, in its general jurisdiction, had superior powers to the Council.
