NURSING YOUNG STATES.

POLICY OF COLONIAL OFFICE. A REPLY TO CRITICISM. By Cable. — Tret* Association. — Copyright. Reuter's Telegrams. (Rec. Aug. 13, 9.20) LONDON. Aur. 12. In the House of Commons Col. J. C. Wedgwood raised the (Question of the general policy of the Colonial Office. He expressed a fear that Great Britain had recently departed front the old traditions of the Colonial Office, and had developed a natural bias in favour of the settler and the exploitation of the countries rather than assuming the attitude of blind justice of the old administration. This was serious, in view of the fact of new constitutions being granted to British East Africa, Rhodesia and Ceylon. Other members followed on similar lines of criticism. Col. L. C. Amery (Under-Secretary for the Colonies), replying, denied that there was any change in the* spirit of the administration. Their goal was to enable every part of the Empire to attain, when conditions made it possible, full power of con- • trol over their own affairs, and to develop their own destinies. To : give complete self-government straight away to communities like I Rhodesia and East Africa on any sort of franchise that could be de- | vised would not be in the interests iof the mass of the native populations.
