AMERICAN DISCUSSION. By Cable. — Press Association. — Caoyriyht. Australian and N.Z. Cable Association. (Dec Nov. 7, 12.25) WASHINGTON, Nov. 6. The Senate Anally agreed to Senator Lodge's motion to proceed with the reservation proposals.. It rejected the amendment making a popular vote mandatory before a declaration of war under the League of Nations by 67 votes to 16. Senator Underwood proposed the immediate ratification of the Treaty without reservation. Senator Hitch- ' cock supported the proposal, but the Senate, instead, resumed the discussion of Senator Hitchcock's proposal to report the Treaty immediately to the House in order to consider the ratification resolutions.
