The Senate Anally agreed to Senator Lodge's motion to proceed with the reservation proposals.. It rejected the amendment making a popular vote mandatory before a declaration of war under the League of Nations by 67 votes to 16. Senator Underwood proposed the immediate ratification of the Treaty without reservation. Senator Hitch- ' cock supported the proposal, but the Senate, instead, resumed the discussion of Senator Hitchcock's proposal to report the Treaty immediately to the House in order to consider the ratification resolutions.
