It is understood that Cabinet s Ireland Committee considered the subcommittee's proposals and accepted the establishment of two separate "irish Parliaments, but did not reach a final agreement respecting the supreme authority representing all Ireland. (The sub-committee under Mr Walter Long decided in favour of a Parliament lor all Ireland, any county having the right to vote itself out. The latter counties will form an excluded area, with their own governing authority. The Irish Government ■nd the Government of the excluded area will be under an authority nominated by the Lord-Lieutenant and the Irish Privy Council. The Parliament will have approximately a Itominion status, except for Customs, which will be under a nominated, all-Ireland authority.]
