Outer Mongolia has petitioned for the cancellation of her autonomy Mid return to China on condition lhat her debt to Russia is redeemed and China pays the salaries of the chieftains and princes. The Government has accepted the offer and 1800,000 has been voted for salaries. The Ministry of Foreign Affairs has Been instructed to open negotiations frith the Russian Legation for the Cancellation of the Kiakhta Treaty, mder which the autonomy of Outer Mongolia was recognised.
