RIVER BANK SITE. PRIVATE BILL COMING. (From Oar Own Parliamentary Reporter.] "WELLINGTON, September 5. A private Bill is to be brought down shortly, with the object of granting to the Christchurch City Council the right to build on part of the river bank reserve lying between the present-Council Chambers and Gloucester Street. The area asked is a chain in width from the present building. Mr H. G. Ell has always strenuously opposed this, and it is understood that he is preparing to challenge the Bill on its first reading.
