TO THE ELECTORS OF NEW BRIGHTON.

In odering myself for re-elec-tion, it is not my intention to make wild or rash promises which it is impossible to fulfil. During my previous terms as Councillor I- have endeavoured to see that the necessary maintenance of the Borough has received first attention. The income of the Borough is unfortunately too small, owing to the reluctance and delay of the Government in granting a revaluation. This, together with increased cost of material and labour, has materially handicapped the Council. Still, I claim that the Council has done its best under the circumstances. The Borough's needs include a sewerage scheme and high-pressure water supply, and these matters should receive serious consideration as soon as something like normal prices are reached. The development of all parts of the Borough by special loan sanctioned by a vote of those concerned will, if elected, receive my support, provided the interests of the general ratepayers are safeguarded. ' .9 ERNEST A. M. LEAVER.
