Who Increased the Rates ? Who Increased the Overdraft ? Citizens' Association Candidate says:— Mr J. Longton, who followed, supported proportional representation, saying the Christchurch scheme had been the latest idea in that connection. He would, if elected, endeavour to restore tho system. Replying to tho Labour candidates' complaint that Labour members had been given no administrative positions, he said Mr McCullough had been chairman of the Finance Committee at one time, supported by Labour men, and during that time the Council bad built up the overdraft at the rate of £SOOO a year. Flesher *Amount not yet available. Mr J. Longton's statement is £IB,OOO wide of the truth; yet the Citizens' Association ask you to elect hhn and others because of their business ability. Labour's Chairman did not increase the overdraft at the rate of £SOOO a year. Labour reduced the overdraft. Citizens' Chairman 1913-15 increased rates and increased the overdraft by £9OOO. Labour's Chairman 1915-17 kept the rates down and reduced the overdraft by £BOOO. Citizens' Chairman 1917-18 increased the rates by one-eighth of a penny, or £3021, and reduced the overdraft by only £446. If Citizens' Chairman had not increased the rates by £3021 there would have been a deficit of £2575. If Labour's Chairman had increased the rates by £3OOO a year, Labour could have reduced the overdraft by an additional £6OOO, making' a reduction of £14,000 in two years. LABOUR KEPT THE RATES DOWN.
