LATEST WAR NEWS. (Kcc. June 20, 2.2; i) LONDON, June 19. In the House of Commons, replying to Mr 11. B. Lees Smith, Mr A. J. Balfour (Foreign Minister), said that an American Mission had arrived in Russia, wilh a view to studying the. possibility of assisting in the reorganisation . of railways. Great Britain was quite ready to cooperate, but it was considered that it would be better to leave the question mainly in American hands.
