CAILLAUX'S PLOT.
CHANGE IN THE CONSTITUTION. Australian and N.Z. Cable Association. (Rec. Jan. 22, 1.0) PARIS, Jan. 21. Caillaux's plan for the revision of the French Constitution deprived the Chamber of Deputies of legislative power, transferring the power to make laws to a reorganised council, composed of members of Parliament, officials, business men, and bankers. The Senate would be merely consultative. The cable news in this issue accredited to "The Times" has appeared in that Journal, but only where expressly stated is such news the editorial opinion of "The Times."
