POSITION NOT CLEAR. (A. & N.Z.) LONDON, Nov. 1. The “Daily Chronicle’s” Amsterdam correspondent says that von Hertling finds the Chancellorship difficulties insuperable. The majority of the party representatives have declared themselves _ against von Hertling because he is opposed to Alsace and Lorraine being made a federal State, and is also opposed to all kinds of parliamentary government. It is reported that a plot exists to put forward many impossible candidates in an effort to exhaust the Kaiser’s patience and secure Dr von Belhmann-Hollweg’s return to office. (A. & N.Z.)
