The Federal Council, in its Note in reply to America re-emphasises its determination lo defend the neutrality and inviolability of Switzerland, which would be certain to become a war theatre immediately she departed from neutrality. The Greek reply to President Wilson afiirms that Greece herself has drawn the attention of Germany to the grave consequences of submarin ing, but in view of thx; present conditions in Greece, she cannot contemplate concerted action for the protection of neutral shipping.
SHORTAGE OF COAL. GERMANY SUFFERING. Renter's Telegrams. (Received February 12, 1.5 p.m.) THE HAGUE, February 11. Ten large German cities of which Wiesbaden is the latest, have ordered the closing of all places of amusement, owing to the coal shortage.

It is reported that the Kaiser has summoned Dr von Bethmann Hollweg, Herr Zimmerman, and the leaders of the army and navy to confer at headquarters as to the possibility of negotiations with neutrals with a view to modifying the submarine policy. THE LATEST VICTIMS. ITALIAN LIVES LOST. United Service. (Received February 12, 1.25 p.m.) LONDON, February 12. The British steamer Salona (1157 tons) and the trawler Duke of York, have been sunk. The Italian steamer Luigino (1700 tons) ran ashore. The captain and ten men were drowned. Five were saved.
