FRANCE NOT YET ACTIVE ENOUGH.

CHANGES IN HIGH COMMAND COMING. GOVERNMENT WILL TAKE OVER CONTROL OF WAR. Australian and N.Z. Cable Association (Received December 7, 8.55 a.m.) LONDON, December J. The "Daily Telegraph'' publishes a report of a debate in the French Chamber of Deputies, which was passed by the Censor, indicating that there is a popular complaint that France is not sufficiently active. PARIS, December 10. The "Matin" announces a modification of the High Command of the Army. Henceforth the Government will assume the direction of the war, with two agents for the execution of its general strategy —the Generalissimo on the West FVont, and the Commander-in-Chief in Macedonia. The Government will also utilise the services of new men whose talents ensure them high positions. PROBLEM OF POLISH AUTONOMY. ALLIES SHOULD GIVE GUARANTEES. TO COUNTERACT AUSTRO-GERMAN INTRIGUES. Australian and N.Z. Cable Association. (Received December 11, 9.15 a.m.) ZURICH, December 10. A prominent Pole here suggests that the best means of counteracting the Austro-German efforts to raise a Polish Army would be the proclamation of a solemn guarantee to the Polish nation of autonomy, signed by the Tsar, and counter-signed by France, England, and Italy. Newspapers published in Cracow disclose the fact that a League of the Polish State has been organised at Lublin, with the consent of the authorities, and is composed of elements supposed to be favourable to Austria. The League demands a Diet, based on universal suffrage, with full legislative guarantees, liberty of discussions and decision, and also a State Council constituted by the Diet, such Council to be the Diet's diplomatic organ, its responsible executive, and its sole iiead.
