GERMANY'S FOOD PROBLEM BIG RISKS TAKEN TO GET WALLACHIAN GRAIN CONSTANTINE OBSTINATE GREECE WILL MAKE NO MORE CONCESSIONS CHANGES IN THE FRENCH HIGH COMMAND It is reported that King Constantino has notified the Entente and Central Powers that Greece is determined to maintain an armed neutrality, and that any new demands for concessions will be regarded as a casus belli. Large forces of troops are being concentrated in Athens, ostensibly for the purpose of keeping order. The King has informed one Embassy that he is ready to join Germany if the Allies break off diplomatic relations. " It is stated that the Germans weakened all their other European fronts in order to invade Wallachia, for the purpone of securing food. That Germany is faced with the spectre of famine is made clear by recent debates in the Reichstag and the Prussian Diet. ~~~* There is popular discontent in France that the country is not yet active enough in the prosecution of the war. Changes in the High Command are to be made, and the Government will assume control of the war. There is a growing feeling in Germany that conquered territory, including Serbia and Belgium, must not be given up. The Germans claim to have successfully used tanks in Rumania. The Bulgarians have made several new crossings of the Danube. Mr Lloyd George is devising an Inner Cabinet, to consist of Ministers who will be relieved of the work of departmental chiefs. From them will be chosen a War Council, which will probably consist of Mr Lloyd George, Lord Milner, Lord Curzon, and Mr Arthur Henderson.
