Scott, Chief of the General Slatf of the United Stales Army, in his annual report, recommends the adoption of conscription, declaring that the volunteer system has broken down.
He says that America is now full of the spirit of "let somebody else do the soldiering," which must change if tbe American democracy is to endure.
