Commenting upon that portion of the Arabia Note in which it is sta,ed that if it is proved that she was an ordinary passenger steamer it would 1 be a regrettable mistake, United! States officials point out that at the 1 time of the Sussex case, America sti-f pulatcd that there must be no more “regrettable mistakes.” Officials do not consider the Note' makes out a strong case for Germany. [A message received yesterday stated that the commander of the submarine which sank the Arabia in the Mediterranean mistook h(;r for a transport.]
