John Dobbs, who had been convicted a few days ago on a charge of vagrancy, and had been committed to the Salvation Army Homo in consequence, again appeared on a similar charge. A Salvation Army official told the story of accused's behaviour while in the institution. The man apparently suffered from hallucinations. "The accused is more rogue than fool," said the Sub-Inspector. "He was responsible for frightening a woman in Sydenham on Saturday." "He should be in a mental asylum," commented the Salvation Army official. The Magistrate: Will the police then take the necessary action? As the Sub-Inspector had no suggestion to make in regard to the matter, the accused was convicted and discharged. CIVIL CASES.
