BOROUGH COUNCILS.

SUMNER. ft _ \ " The Sumner Borough Council met last evening, there being present: the Mayor (Mr J. B. Laurenson) and'Crs Smithson, Whitfield, Laurenson, Bankin, Fryer, and Lawson. The Works Committee recommended that the remainder of. Clarke Street should be formed. The recommendation was adopted.

The financial statement showed balances as follow:—District fund account, dr. of £6OO 17/1; gasworks revenue, dr. of £467 1/7; creek outlet loan, cr. of £ls 7/5. Accounts amounting to £970 19/2 were recommended for ( payment. The report was adopted. The By-laws Committee reported that, having considered the District Health Officer's letter re non-provision of sufficient open space by the owner, who was erecting a dwelling at the corner of Nay land and Hardwicke Streets, it was of the opinion that the provisions of Section 294 of the Municipal Corpotiations Act had been complied with. The report was adopted. The Town Clerk reported that building permits to the value of £2789 had been issued during tlie past month, making a total of £9661 since April • 1 last, as compared with £B2OB for the same period last year. The Superintendent of the Fire Brigade reported that a duplicate of hose was required for the reel, as the hose in use at a fire must be dried before being replaced on reel. They, had no other in case of a fire occurring whilst the hose was being dried but 250 feet of competition hose, not strong enough to stand the high pressure. The matter was referred to the Tire Brigade Committee. Mr S. Denham.and 18 others wrote petitioning the council to have the Sumner Fire Brigade Station connected with the telephone.—Referred to the Works Committee.

The Minister in Charge of the Discharged Soldiers' Information Department wrote, asking the council to give preference to returned soldiers in regard to any employment which it may be in a position to give, and that endeavours be made to influence citizens in general with the duty of adopting a similar course; also asking, in addition to this, to be advised of particulars of any openings for employment offering in tha district. It was decided to reply stating that the council will do all in its power along the lines suggested. The secretary of the Canterbury Veterans' Association wrote, stating that the association would like to see Sumner represented at the military bazaar which is to take place in the King Edward Barracks on November 6 to 13, in aid of the Veterans' Home Fund and Convalescent Home at North Brighton. He stated that he would arrange for a stall at Sumner if the Sumner ladies would equip and manage same. , The Mayor expressed the opinion that Sumner ladies were already fully occupied, and would be until the end of December, and it was decided to reply to .this effect.

The secretary of the Sumner Burgesses' Association wrote, stating that at the last general meeting of the association the question of needful works in Sumner was fully discussed, and a resolution was unanimously carried emphasising the urgent necessity of the council taking in hand the question of a comprehensive and up-to-date water and sewage scheme for the whole borough, and at the same time it would like the question of the state of back roads dealt with. Further, it was stated that the association understood that the present engine and crushing plant had been virtually condemned, and it was of the opinion that the council should consider the question "of purchasing a road roller ami crushing plant combined. The letter was referred to the Works Committee to receive early consideration. The council wcut into committee to consider a letter from the secretary of the Lyttelton Harbour Board, who wrote stating that the board had received a complaint from Mr A. IX Paterson regarding the alleged dangerous and objectionable condition of the Sumner Creek adjoining the board's property leased to, Mr Paterson, and asking the council to remedy the matter complained of.
