ATHLETICS AND CYCLING.

THE N£ r V ZEALAND UNION. MEETING OF THE EXECUTIVE. The official proceedings in connection with the annual conference of the Now [Zealand Athletic ami Cycling Union opened last evening, with a. meeting of the executive of the union, in the Dominion Hotel. The president of the union, Mr .7. Kennedy (Geraldine) was in the chair, and there were also present: —Messrs J. 1\ Kalaugher (Auckland), A. Hansen (Taranaki), J. Collingwood (Feilding), A. J. Fisher (Blenheim), .1. H. Wilson (Greymouth), and D. F. McKay (Dunedinj, arid the secretary, Mr 11. H. Fraser (Tiinaru). Mr G. W. Wood (Tnvercargill), patron of the union, was also present. It was reported that tlie amalgamation of the Wellington and Feilding centres had not been completed, although two members of the Wellington Centre had been appointed to the new Feilding - Wellington centre. —Messrs Hansen, Wilson, and Collingwood were appointed a committee to interview the president and secretary of the Wellington Union with regard to the matter and to report to the executive. With regard to the union's agreement with the New Zealand Axemen 's Association, it was pointed out that the latter was*not showing sufficient energy in carrying out the agreement. After a long discussion regarding the position, it was decided that the Axemen's As-, sociation should be asked to advertise that competitors in the chopping andsawing events at the Waikato Caledonian Society's sports, on January 29, which meeting is being held under the rules of the Northern Athletic Union, will be disqualified.

The executive went into committee for some considerable time to discuss the position in Auckland,'where formeroflicials of the Auckland Centre of the N.Z.A.U. seceded and formed the Northern Athletic Union, in opposition to the Auckland Centre of the union. Several matters of administration were disposed of. Other questions, after being discussed, were left for the conference to decide.

THE UNION CONFERENCE. GOOD MEETING OF DELEGATES. The annual conference of the New Zealand Athletic and Cycling Union opened in the Dominion Hotel this morning. The president, Mr J. Kennedy (Geraldine) presided, and the following delegates were in attendance: Messrs J. P. Kalauglier (Auckland), A. Hansen (Taranaki), J. Collingwood (Feilding), W. G. Callender (Ifawke's Bay), A. ii. Thomson and A. J. Fisher (Blenheim), >T. Earner, W. Gillespie, and M. Lavery (Wairarapa), G. S. Simpson, X. Ct. Blaclcwell, and A. J. Barritt (North Canterbury Centre), D. F. McKay, A/Campbell, and J. Mackay (Dunedin), Wyllie (Balelutha), J. F. Wilson (Greymouth), W. H. Evans and G. I'. Gerrie (South Canterbury), and I). W. Wood (Southland). Messrs Lavery, Collingwood, Fisher, Hansen, and I). F. McKay are members of the executive. Mr Wood is patron of the union.

PRESIDENT "S ADDRESS. In moving the adoption of the executive 's annual report and balance-sheet, has already been summarised in The Sex, the president welcomed the delegates. He regretted very much that the trouble in Auckland had been persisted in by the old Auckland Centre, which had seceded and formed the Northern Athletic Union. The new

centre which the union had formed in Auckland had done its best to carry on athletics under the New Zealand Athletic and Cycling Union rule* in the Auckland province. He was not prepared to say what results had resulted from the efforts of the new centre. It certainly was not in the interest of the sport that the trouble should continue, and the sport would deteriorate in the Auckland province under the present conditions. He hoped that the conference would not stand too much on its dignity in the matter. With regard 4o the agreement entered into with the Federal Cycling Council of Australia, the president outlined the dispute which had occurred between bodies controlling cycling in the Common wealth. This union's representative had done a great deal toward settling the dispute in Australia. Now the Federal Council had full control of cycling in Australia, and the result had already shown a beneficial effect upon the sport. The union's calendar had been a fin ancial success during the year, and showed a profit of £2l. Mr La very seconded the motion, which was carried.

It was decided, 011 Mr Kakuigher's motion, that the general secretary should write to centre secretaries for revised lists of competitors and others to whom the calendar should be sent. On the motion of Mr Callender, it was agreed that in future balancesheets should include an estimate of assets and liabilities which would probably be incurred during the yrar, REMITS. Ou behalf of the Marlborough and Nelson centre, Mr Thomson moved that the following addition be made to rule 47: "But no competitor shall be rehandicapped in any race after he h;i.> competed in any heat in such race." This was seconded by Mr Kalaugher and carried. A remit from Otago, "That the N.Z.A. and C.l : . take over the control of tug-of-vvar events and frame rules to govern same," was carried. Messrs 1). I' 1 . McKay and Ci. W. Wood were appointed a committee to go into the question of rules for tugs-of-war and report to the conference.

Otago's third remit, ''That rule .'5 (constitution of council) be altered to read: 'The union shall be governed by a council consisting of one representative from each jinancial centre afliliated to the union, etc.,' ' was moved by M.r Mackay and seconded by Mr Kalauglier. It caused considerable discussion, which was interrupted for the luncheon adjournment. "When the conference resinned it "was decided that the proposal to alter the constitution of the executive should be deferred until later. The Otago delegates moved that the union's conference be held biennially, instead of annually, in future. The intention was to reduce the cost of the conference. However, it was withdrawn in favour of an amendment that half the expenses of members of the executive in attending' the conference be paid instead of all their expenses. This was carried. The next conference was allocated to Masterton. (Proceeding.) HANDICAPPED' ASSOCIATION. TIIIS MOENING '8 BUSINESS.

The adjourned meeting of the New Zealand Athletic and Cycling Handicappers' Association, which was formed yesterday, was held this morning, the president, Mr A. B. Thomson, being in the chair.

The committee set up to consider the question of membership fees, the duties of thef secretary,* etc., recommend that the fees payable be for the current year on a sliding scale as follows:—(a) Member handicapping-,three meetings or less, 5/-; (b) member handicapping up to and including ten ■meetings,' 10/-; (e) member handicapping over ten meetings* .1 ; rind that . a progress payment of 5/- be made at once by all' handioappers. Eurther recommendations were that the secretary circularise all centres, not represented at the meeting, pointing out the benefits and advantages to be derived from affiliation of their official handicappers; that.the secretary, on receiving results of meetings from handicappers, immediately advise members of such results; that the affiliated handicappers advise the secretary at once, by either a marked book or otherwise, of all meetings in their centres; that handicappers inform the secretary of the two or more best (or standard) meetings which they handicap, and that the secretary notify all members of these; and that the secretary act as treasurer and.keep a correct record of all accounts and present them to the next annual general meeting of the association, and that the initial expenditure in connection with the organising of the association be defrayed out of the current year's receipts. The recommendations were adopted.

The sub-committee appointed to report oji tlve improvements to the present nomination form reported:—(l) That; an extra column, headed "Amount of First Prize," l>e inserted; (2) that an extra column, headed "Class of Track," be added; (•>) that this association strongly support the renvit of the Otago Centre re, additional perfornianf.es" necessary from cyclists; (4) that the N.Z.A. & C.U. be recommended to procure a supply of record cards, to be retailed to athletes at a small cost. • These recommendations also were approved. : It was decided that the next annual meeting of the association be '.held about the same time, and at the same place, as the next, annual conference of the New Zealand Athletic, and Cy cling Union.
