KING MANOEL'S OFFER.
ADVICE TO PORTUGUESE. ENGLISH LADIeITaND MOURNING. LONDON, August 31. King Manoel has offered his services to Britain, and urges the Portuguese to do likewise. The Duchess of Devonshire and other ladies are supporting a movement to avoid the wearing of black mourning for war losses. They advocate the use of a white arm-band.
