LYTTELTON BOROUGH COUNCIL.

FORTNIGHTLY MEETING. At the bi-monthly meeting of the Lyttelton Borough Council there were present his Worship the Mayor. (Mr J. R. Webb, Crs J. Guthrie, W. Radcliffe, J. T. Norton, W. T. Foster, M. J. Miller, F. J. Page, Ji H. Collins, G. R. Rich, and N. C. Sehumaeher.

The Hon. W. Fraser, Minister of Public Works, telegraphed from Dunedin expressing regret for his, inability to visit Lyttelton for the purpose of inspecting the r Christchurch-Lyttelton road, viz., the Zi§-Zag on the Sumner route. Mr Fraser hoped, however, to get a report from the District Engineer on the subject.

The Minister of. Marine wrote saying that the Council's views with reference to Mr Russell's statement that the council controlled the election of three members to the board would receive consideration. : ,

A circular was received. from the Minister of Defence with reference to exempting under the Defence 1 Act those persons having conscientious objections. Those whose religious principles were opposed to the terms of the Act could obtain exemption from a Magistrate. A suggestion was made to the eifect that: in lieu of military work, those whose scruples would not allow them to drill should be given other work to do. It was resolved, after discussion, that a reply be sent to the Minister stating that the council agreed that the local bodies should have the benefit of the work free, in improving public reserves, etc. It was decided that a sign-board erected recently in such a position that it obscured one owned by Mr W. Webb be immediately removed. A grant of £lO was made to the local fire brigade in settlement of ; a< claim for damages to gear, etc., at the recent Diamolad Harbour fire. It was recommended that as Messrs Scott Bros, had completed contract, Mr Webster be paid £25 for his services as consulting engineer. The old shops in Oxford Street were discussed, and the question oJ demolishing them was held over in ,the meantime. It was recommended that tenders be invited for the sites 'dn' Glasgow leases. The financial statement showed the district fund account to have 'a debit balance of £9306 11/5, including £8220 4/- for temporary loans. .
