RUSSIANS ARRESTED.—Two RusIsians named Arsene snd Auguste Xelna, father and son. w ere arrested at Quebec as a result of the discovery in their suburban house of a quantity of dynamite, rifles and ammunition, and also a wireless set capable of communicating with European capitals. Wireless stations in Canada and the United States had reported disturbances. —A.R.A.-L.S.
