STRANGLING IN CHINA
NEW CAPITAL PUNISHMENT (United PA.—By Telegraph — Copyright) (United Service) SHANGHAI, Tuesday. Dr. C. T. Wang, Nationalist Foreign Minister, is appealing to the foreign Powers for the abolition of extraterritoriality and the subjection of foreigners to Chinese law. At the same time the Provincial Government of Kiangsu, in which Nanking is situated, announces the reintroduction of strangling as capital punishment instead of shooting. The reason given is that shooting is not a sufficient punishment.
