Wellington, Feb. 21.—The significant statement that if the Opposition continued to hinder the progress of the legislation before »the House of Representatives more recourse would be taken to law-making by Order-in-Council was made by the Prime Minister (the Rt. Hon. G. W. Forbes) in the course of an interview th«s evening. He had no desire to adopt such methods, Mr. Forbes said, but it was impossible for any Government to tolerate the tactics being adopted to delay the passage of ' legislation brought before Parliament.
