EUROPE’S APPEAL TO U-S.A. THE INCUBUS OF WAR DEBTS San Francisco Examiner Cable. LONDON, July 18.—The bis Powers of Europe formally will ask the American people to slash or cancel the remaining half, eleven billion dollars,, of Europe’s original war debts. This was declared openly last night by Sir Walter Thicmas Layton the noted economist and chairman of the Layton Committee which investigated the resources of Germany, and a member of the Balfour mis, sion to Washington which arranged the war loans to Britain which Eng. land, together with France, Italy and Belgium, now wants cancelled.
