AUSTRIA AND GERMANY LONDON, March 23. The announcement that. Germany and Austria have arranged a Customs union caused surprise in Paris. Thero is no official comment in the absence of exact information, but some French newspapers declare that the arrangement is simply a tariff union an'd infringes the treaty of St. G-armain , and similar Austrian agreements. Representatives of Prance, Italy, and Czechoslovakia visited Herr Schober, Austrian Foreign Minister, and pointed out ihat the agreement infringed the Geneva protocol of October 4, 1922.
