In a recent White Paper tilies House had been given full information regarding the intervention of the Vatican in the Temporal affairs of the Ksland. The position which had been created by this intervention had, in the opinion of the Government, made it uiidesirable for the time being to hold the general election which wa|s now due. In those circumstances His Majesty's Government with considerable reluctauce had decided they had no

alternative hut to sanction the temporary suspension o£ the constitution.

The necessary legislation to give effect to this decision would he submitted to Hijs Majesty in Council

at an early date. The effect would he to place, as an emergency measure, full legislative and executive authority ia the hands of. the Governor.

The existing ministry would, however, h e retained in' office, and would he available in a consultative capacity, in so far as the Governor chose to make use of their services.
