GERMAN NAVAL PLANS CREATE INTEREST

FRENCH MARINE MINISTRY,.* .IS AN.XIOUS. BUILDING OF SUPERIOR CRUISER. LONDON, February 13. The Faria correspondent of the Times reports that the French Ministry of Marino is watching with intense interest and no little anxiety the Gorman Government’s naval plans as revealed in regard to th o cruiser now being Tmilt of which derails have been made public. They point out that the now cruisers though displacing only 10,000 tons, are enormously, superior 111 gun-power and protection to the conventional type of 10,000 tenner which they could blow out of the water with immunity to themselves. The radius of action of the new (German ships will enable long periods of absence from port for operations in the Mediterranean or farther ‘afield- Wherever they appear they will enjoy a local superiority against ,'any force which does not include a squadron of super-dreadnoughts. The French view is that if Germany thus uses her treaty rights to replace her six obsolete battleships a competition in naval .building ih inevitable unless limitation Is separable by agreement.
