MOTORISTS' organisations me generally not averse to compulsory third party insurance, which is a protection every motorist owes not only to himself, but illso to the public against any damage lie may inflict upon pedestrians or other motorists. Many motorists H-tve covered themselves with a third party policy which risk is included" in a great many motor insurances effected. However, compulsion, in. this matter is made necessary by reason of tho fact that motorists who are not worth anything in the case of an action for damages' are the ones who for reasons of economy, usually decline to insure against damage they may do to others. It is necessary in the public interest that insurance should be general and the premium for a universal third thirty risk should not be heavy. The Government is bringing down, proposal in this matter, and great interest will be taken in those proposals. It is not an easy thing to devise a universal insurance scheme, and many factors must be considered. Many object to any suggestion of a state monopoly in this ciUss of business, but that question does not seem to be a very important one. Consideration must be given to * the probable effect that universal insurance may have oa the verdicts of juries in' actions for damages, for it must be romembered that after all juries are humun, and it is hard lor a human] to refrain from being generous with some one else's- money, more especially if money is to come from tlid coffers of a well established, insurance organisation. Another matter is what effect bad drivers will have. It is not fair that the extra risk caused by convicted, speedsters mid negligent motorists should be a burden on the careful drivers in the way of premiums. On this ground alone it seems that cancellation, of licenses will have to, become a more general consequence of convictions.
