DEPARTMENT AND BOARD. ■'."'some straight talk. , PALMERSTON N., Last Night.; The dispute between the Education Department and the Wellington Education Board over the appointment of the head of the Wellington Training-College gave rise to some, straight talk at this evening's meeting of the High School Board of Governors, when the following motion was'carried: , "This hoard B tronjgly protests against the attitude Of the Education Department and the Minister in attempting to upset appointmenta made by education hoards, and Ms of opinion that the power of appointment, should he solely in the-hands of 'the, boards; furthar, that the attempt by the department tofprce its desires ! on the boards by regulation is unconstitutional."
