It is learned that the proposals tentatively accepted by the InterState Conference of the. Waterside Workers’ Federation to fight the shipping companies upon the question of a shipping labor bureau are for an irritation policy, to be carried so far that the resultant damage will amount almost to sabotage. The tactics include the complete abolition of overtime, which will result in cargo on ,wharf and in sling at knock-ing-off time being allowed to remain exposed. Go-slow tactics will also bo adopted. Another proposal is stated to l>e faulty loading and stacking, resulting in cargo being damaged while transit. Little of this policy can be carried out in Sydney as far as overseas boats are concerned, as members of the Wharf Labourers Union are employed only casually, and after the available labour at the bureau has been exhausted. At other ports cargo comes directly into the hands of the Union.
