INSURANCE PAYMENTS.

Twenty-six insurance companies commenced the payment of ten per cent, on policies held by losers in tha earthquakes and fire. There were great ci\)wds at each office. The distribution involves eight miU'on yen borrowed from the Government. Most of it will be immediately reirivestable on permanent construction, for which permits are issueable on Ist June.
