STATEMENT BY MR BRYAN “AN INTERNATIONAL NUISANCE.” WHAT IS U.S.A.’S PART? Unitxd Prkm Association (Received 9.15 a.m.) Washington, June 18. Mr Bryan, in the first section of his statement to the press, makes observation that war is an international nuisance I ,’ that the rules (if international war seem to have been made for nations at war rather than for peaceful nations, and that each side feels justified in encroaching on neutral rights. He asks: Is the part of the United States, as head of the group of neutrals and the sincere friend of all belligerents, to set an example of restraint, aside from sentimental considerations? Neutral nations suffer serious disturbance, and each has new problems thrust on it, and the old ones accentuated. War questions intrude on politics, overshadowing economic issues and stimulating agitation for enlarged military and naval appropriations, which deeply concern every American.
