Washington, May 31. Steps have been taken by the United States to obtain the support of the other United Nations in establishing a i post-war system for meeting the problems of the distribution of goods and purchasing power, according to Mr Sumner Welles, Under-Secretary of State, in a speech at a memorial day gathering at Arlington cemetery. Mr Welles declared that the age of imperialism had ended and this people s war must be followed by a people s peace. He outlined the following postwar policies:— (1) Individuals, groups or peoples responsible for the war will receive swift punishment, but no element of any nation will be forced to atone vicariously for the crimes for which it is not responsible. . (2) The victorious nations will undertake the disarmament of all nations which may threaten aggression outside
their frontiers. (3) The United Nations will undertake the maintenance of an international police power after the war until the establishment of that permanent system of general security promised by the Atlantic Charter. . (4) A world organization with the United Nations as its base will determine the final terms of a just, honest and durable peace after immediate postwar economic and social adjustments are made. , ... (5) The United States alone will have the strength and resources to lead the way to a world order in which there will be freedom from want. (6) The inter-American system of co-operation will be maintained. Mr Welles warned Americans that they must agree to unselfish international co-operation after the war avoiding the isolationism they pursued after the last war.
