E.P.S. MEMBERSHIP COMPULSORY

REGULATIONS ISSUED (Special) AUCKLAND, November 14 Regulations which, have the effect ox making membership of the Emergency Precautions Service compulsory have just been issued. Wardens and technical group committees attached to the service in the Auckland metropolitan area are being advised by the central committee of organization that all attested members of the service are now deemed to have enrolled under’ the provisions of the new regulations. The Emergency Precautions Scheme Organization, now to be known as the Emergency Precautions Service, becomes a branch of the Emergency Reserve Corps. NEW RESPONSIBILITIES In a memorandum in which he advises wardens and technical committees of I the effect of the new regulations, the ; secretary of the service in Auckland, Mr K. L. Usmar, states that all members must continue in the service until discharged by, or by the authority of, the chairman of the central committee. It shall not be necessary in any case to assign any reason for such discharge. “As this is a departure from the voluntary principle on which the Emergency Precautions Scheme Organization was formulated,” states the memorandum, “the central committee wishes all personnel to realize the altered position as soon as possible. You are asked to advise those under your control so that all members will realize their new responsibilities.” GREATER AUTHORITY It is further provided in the new regulations that all members of the organization must sign a form of enrolment, and that every member of the corps shall at all times obey the orders and instructions of all officers or other persons over him. There is now no age limit fox’ personnel, and young people such as Boy Scouts and Girl Guides can be enrolled as messengers ox’ in similai’ capacities.

There is also provision in the regulations enabling the Minister' to prescribe conditions of service, and the memorandum states that it is expected that when this is done the controlling officers will possess a greater degree of authority in maintaining internal discipline.
