RESTRICTIONS ON U.S. SHIPS NOT FAVOURED (Rec. 2 a.m.) WASHINGTON, Oct. 26. The Senate Foreign Relations Committee voted to amend the Ship Arming Bill to remove all Neutrality Act restrictions on the movement of United States ships into belligerent ports and combat zones. Administration leaders predict that the Bill will pass within a fortnight by at least 55 votes. MR NASH CONFERS IN MELBOURNE MELBOURNE, October 26. The New Zealand Minister of Finance, the Hon. W.
