WARNING TO RUSSIAN COMMISSARS
MOSCOW, February 21. The Communist Conference warned M. Kaganovich, Commissar of Aviation Industry, that if he does not improve his work he will be removed from the Central Committee. They also warned the Commissars of Military Supplies, Merchant Marine, Chemicals, Fishing and Electrical Industries. Newcomers to the committee include M. Kuusinen, the Soviet’s puppet president during the Finnish war.
The Communist Conference also removed M. Maxim Litvinov from the Central Committee of the party “for not securing fulfilment of his obligations as a member.” The conference elected the new Russian Ambassador to Berlin, M. Dekanosov, to the committee with M. Ivan Maisky, Ambassador in London, as a reserve member. A message from Shanghai states that it is reliably reported that Britain has renewed her request to the United States to further restrict American trade reaching Germany via Japan and Russia. This follows the censorship of recent American mails in Hong Kong ir. which was discovered evidence, it is reported, that the Americans were transhipping through Shanghai, Tientsin, Yokohama and Dairen to Vladivostock. It is understood that American consular officials in the Far East are at present investigating the movement of American cargoes, particularly transhipments. Strict enforcement of the export licensing system since January 1 has drastically reduced the shipment of many American products, especially metals.
