ANOTHER DICTATOR
(Received February 19, 8.30 p.m.) BUENOS AIRES, February 18. Backed by the Army and Navy, General Jose Estigarribia declared himself dictator cf Paraguay. He explained in a broadcast that a political crisis had brought Paraguay to the verge of anarchy.
