DEFINITION OF ATTITUDE TO CHINA TOKYO, February 3.' The Japanese Foreign Minister (Mr Hachiro Arita) told the House of Representatives that it might be necessary to call an international conference in Tokyo if there were no other way of making third Powers understand Japan’s attitude to China. Mr Arita expressed the opinion, however, that there should be other means of dispelling misunderstandings.
