The chairman (Sir Granville Gibson) declared: "If the foreigner does not take British goods Britain must limit her imports, even of primary products, to increase the absorptive capacity of the home market. If the Dominions carry out a self-sufficiency policy and reduce their imports of manufactured goods from Britain we may be compelled to reduce our primary imports from them. If we increase our imports they must take more manufactures. It is a problem for discussion by the conference.”
